OK, I just modeled in some existing walls and their footings.  Everything was great.  But when I changed the footings from "new construction" to "existing" in the properties, the footings show up as solid lines instead of the hidden lines.  I change them back to "new" and they go to hidden again.

Sorry.  I want the footings to appear as hidden lines on the plan view.  They are, until I change them to the existing phase.  Why do they change from hidden to solid when I change the phase?

This is due to your view's "Phase" and "Phase Filter" settings coupled with the project "Phase Filters" and "Graphic Overrides" settings within the Phasing dialog.

Once you get your settings adjusted as desired in the phasing dialog, confirm that your view phase settings are correct.
