I would like to create an annotation that has a center point (Similar to 'is reference - Center (left/right)') so this triggers my dimensions strings to have a centerline line type and symbol. Stumped. Workaround?

I don't think it's possible to add an "is reference" to a reference plane in an annotation family. One thing you could do is create a detail component that is inserted simply to attach the dimension to.
