What would be the best way to construct general notes and vent calcs? If I generate them in Drafting View or Legend View then I get a view title, number, and scale when I drag it into a sheet. Would you create a detail family and just import the family or would you just place the text into a sheet? I'd like the general notes to update on all sheets parametrically.

I would just type or copy/paste the general notes onto a sheet, then make a group out of them. Place the groups then on whatever sheets you want then if you edit the group it updates everywhere.
Your other method is a legen view as you describe. Set the scale of the legend view to custom 1:1 then do the notes. When you place the view onto a sheet, just create a viewport title type of "no title" which shows no title or scale information. Then change oyur viewport title to this new type and the title info goes away.
