I have about 4 worksets that show up as borrowed by "user".  I have no idea how to relinquish this user.  Any ideas?

Easiest fix - make a new central. 

But the real question should be - Who is setup as "user"?  Have everyone look under the "r" and options to see what their user name is.  Someone is not setup.

No need to make a new central file.  Instead change your user name in Revit to 'user', then create new local file, do a sync to central and relinquish all worksets and borrowed elements.  Be sure to change your user name in Revit back to your original real one.

But....as WWHub says make sure you understand who the 'user' is.  By default Revit uses your Windows login ID for the Revit user name so if some is logging in as 'user'  that is your answer.  Even more though make sure that there is not more than one 'user' which can happen if more than one person is using the generic login of user on Windows.
