Can anyone assist with getting this to be a staggered pattern?

Verticals and horizontals are where they need to be with the exception of shifting every other row of panels

 I am clueless at this point and have attached the *.pat file in hopes of assistance.

Your question is not clear.  A pattern file has to describe enough of the pattern to do one complete pattern, then it starts again.  A standard running bond block or brick pattern is staggered one row to the next so it only describes two rows of units.  What is it that you want?  You should be able to do this using block as a model.

Ok,

Using attached "8x16" block file as the pattern, I can only seem to get the horizontal lines  going how I need them. I am having trouble with the angled vertical lines.  I cannot get them to fall in between and on the ends of the dashed horizontal lines. Essentially i am trying to make a pattern of staggered parallagram panels. I have attached the example pat file, my pat file, and an image of where i am at the moment.

Help is greatly appreciated.

Could you post a dimensioned sketch of the pattern you want to achieve?

Here's the block pattern you posted skewed @ 60 degrees:

Try this based on 2' x 4' with 60 deg included angle and 1/2" gap, origin at lower left corner:
