I was hoping I could get help creating multiple elevation tags in a sheet. I have multiple elevations on one sheet and I can not copy the elevation tags. I can't create new levels b/c they need to have the same name. I have also tried adding a symbol or a family and i will not allow me to do that either. The 2d option on the elevation tags isn't allowing me to move them on a single page either. Please help!

Your question is not clear. You do understand that when you create a view of any kind, you can reference that view from another new callout (located anywhere)? You can also have views on sheets named the same, just the browser name has to be unique. Your ..."The 2d option on the elevation tags isn't allowing me to move them on a single page either...." doesn't compute.
