I only want to annotate my project in sheet views... if i dont activate the view it wont let me annotate at all. and if i do, it puts the annotations and dimension in the main project and i dont want it there.. is there a way to assign annotations ONLY to sheet views?

Revit is not CAD. All annotations - dimensions, notes, tags, detail lines, detail components are 2D - view specific. When placed in a view, be it on a sheet or not, these elements are only in that single view (except for dependent views).
