Trying to build this stair w/ handrail extensions etc. Has a 42" guardrail with a 36" handrail that returns a little differently than most for saftey reasons beyond the code requirements. Do I need to actually build two seperate handrails for this stair?

Yes, you do need two different railings. Do the ones hosted with the satirs, then the landing seperately.
