I need the foundation that is below grade (in my elevations) to show up as hidden lines, does anyone know how to do this?

Use the "Show Hidden lines" tool or use the "Linework" tool....

You could also create a filter and use V/G to control them a little more automatically.

I don't believe the filter will work. Filters are used to control how something is shown...if it is shown. The problem is the foundations are hidden by the ground. Use Typhoons method.
