When editing a spot elevation, I noticed that Lower Value, Lower Value Prefix, and Lower Value Suffix are all grayed out.  How do I enable them so I can add the suffix "T.O. Steel", etc underneath the elevation tag?

 So far I am only able to add the suffix to the elevation height on the upper end of the tag, but it ends up being extra long.  I would prefer the tag height on top, and the suffix description on bottom.
