We are working in 2010 with 3 other models linked in from consultants. We cannot see the level markers in our section views. We can see them in the elevations.  We tried to draw spot elevations but they do not show up even though they are loaded into the project. They appear in the project browser under elevations but we cannot drag them into a view or access them from the toolbar.  We would like to avoid creating dummy tags.

Check VG and make sure they are turned on. Check the 3D extents of the levels and make sure you are actually cutting through them.

Your elevations probably do not have the back clipping plane turned on and your Section does (sections have no choice). If the section clipping plane does not intersect the level view the levels will not appear in the section view.
You may want to invest in this video tutorial series even though it's a little outdated all the same rules still apply.> http://www.myvbooks.com/cadclipsstore/stores/1/Datums_Crop_Regions_and_Scop_P57C12.jsp

if you're working with Worksets:

Check that "shared level and grids" is visible in all views.
