Is there a way you can override graphics to semi-transparent?  (like the transparency in Photoshop.)I'm only seeing either transparent / halftone.

Not in Plan or Elevation. In 3d you can adjust the transparency like for windows. Mass objects will allow for a semi-transparent look in all views but I don't think that is what you need.
