This problem just started when I opened an existing file.  Other people working in the same file do not have this problem.  I have rebooted twice with no improvement.

when I click on anything in plan it moves as though it was automatically offset.  I unloaded and reinstalled the software but I still have the problem?

Actually, it's press and drag.  Lower right corner in 2010 - Options bar in earlier releases.
