I'm hoping someone else has run into this issue. I have a project with two phases and have room tags in the 1st phase but not the 2nd, however when I switched from the 1st to the 2nd and back my room tags vanished. The rooms still show up in the room finish sechedule and the visibility is turned on for the room tags in both phases. When I switched between the phases I was given a warning about copying the current tags into the new phase......etc, etc. I answered "Don't Copy Room Tags", because I don't want them to be in phase 2 and when I have tried it by answering "OK" it bumps the room number up to the next available number - also not what I want.

I believe revit's behaviour in this instance is correct.
Views are not designed to have the current phase switch constantly. A View setup with the desired phase and annotation is applied.
I tested it and revit didn't bump the room number up when changing the phase? I'd check to make sure you don't have any duplicate rooms with different room numbers located in the same place.
These should be easily identified in your room schedule as redundant rooms or not tagged rooms. These should be deleted.
