once a ceiling tag is placed, can the scale be changed

Of course the view scale can be changed! Or are you referring to the size of the tag? In which case you would need to modify the tag (tags are a print scale, so they don't change size relative to the view scale). HTH.

right, if i change a view scale after a clg tag is placed, the scale of the tag does not update

No, but when it is placed have nothing to do with it. All tags are symbols which are drawn at a fixed "print" size. If your AutoCAD background think of them as paperspace elements...
