Is there a way to change the scale the Eart fill Pattern?

No way to change it once it is loaded into Revit.
However, Revit uses the same pattern definitions as AutoCAD with an added line for each definition. What you can do is import a new earth hatch definition, give it a name like Earth small hatch, then set the scale to be what it is you want. There is a bit of trial and error with the scale. Do any experimenting on a new empty project and write down the scale factors for the results that turn out the way you want them. Then in the active project and in your templates you can have just the good fill patterns.
This site has a ton of fill patterns. Scott Brown even had at one time on this site all his scale factor settings for each pattern. (Scott Brown is one of the Revit gurus working at WATG in Orlando).
