I am continuing work on my firms project template and am currently setting up our standard schedules. I would like to add notes at the bottom of the schedule and have them adjust to the schedule as it is populated. Is this done by adding a note block to the schedule? If not what is the correct procedure to accomplish this, if it can be accomplished?

You can't add it directly to the schedule.  You need to add it as a legend/note block or in "paper space"
