I don't know why this is happening. I cant get the viewport and the view edges to align. Whenever I move something, crop something, whatever... the misalignment follows. HELP!

Not sure what you are asking.  The view title can be moved independently of the view.

Im still new to revit, so sorry if my explanation is unrefined. The highlighted box is the "viewport" but when I activate view, the box to the lower left is what it lets me work in.. I believe it is the boundry of the view (the edges of the camera cone).

When you have multiple views on a sheet, their locations may overlap.  Use the tab key to select the view you want to open.

Sorry but they are not.  You can not place two copies of the same view on a sheet.  Both are 3D views and when you select something in one view, that same element will highlight in the other view but you have two seperate views.

It was a single view. the problem was that it was displaying the viewport box offset from the actual viewport. A lab tech figured it out but didnt have time to explain it to me. He just made a new sheet and that new sheet didnt have whatever setting was making it all screwey.
