How can I create a new Line Style that Contains text?  I am trying to create lines to indicate locations of utility lines so I'm trying to a "SS" within the dashes to indicate "Sanitary Sewer"

As far as I know, you can't. You can have various lengths of dashes/dots, but no text. I would look into creating a repeating detail for what you want to do.

I can only assume that this is something that is overcome within the Civil Engineering version of Revit.

No true linetype. What you can do is create a line based detail component...or use this one.

You can change the way the array works in the family, add parameters, etc.

here, use this...  With this you can change the spacing of the text AND duplicate it to make a new linestyle type and edit the text to say what you want it to.  I developed it for our office and we have found it really great to use and really nice when we want all of the lines to appear spaced equally... or, in some cases, if we want to space the text so that it does not cover and hide a topo elevation number.
