I created a graphic column schedule and i am trying to show a splice between the upper and lower column but i can't figure it out.

There may be a better way than this, but here it goes: 1. You can add a layer, kind of stinks for other model views though. 2. Or you can add a spot elevation tage rotated 90 degrees to minimize its space and have the leader pointing to the splice..or some variation of that.
