I recieved a model from a consultant that has two level 1's that are the same elevation. They drew objects on both levels. Is there an easy way to combine these two levels? Thanks.

You need to isolate the objects that are hosted on the wrong level and rehost them. For most objecst, you should just be able to change them under their properties - constraints - and change them to the correct level. You may have to do this piecemeal by category but you should at least be able to change them as a group.
