looking for a 3d parametric : Thickened floor slab to support a wall but no on edge of the floor

Your question is not clear.  You can use floor edge sweeps for thickened floor edges.  Or do you want a seperate wall footing?

Yes,

its a footing underneath a floor that is not on a floor-edge, but the footing is as long a the wall!

Is it clear, like attached image but then fully paramtric in 3D,

 it tried it to create a wall profile, but it is underneath the base constraint so doesn,t allow me to create the slab. and an reinforced rib for the floor doesn't seem possible.

Ok... you mean an interior thickened slab.  You could do this as an inplace family - category floor - as a sweep and join it with your floor.
