I ahve started a project and its base floor plan elevation is at 0'-0" and now I want to change it to the project site elevation of 103'-0" HOW DO I DO THAT????

You have several ways to do that but go to an Elevation view and in the level 0 mark (like in the image attached) pick in the elevation value and type the new value, done, also search in your help menu "Relocate Projects"....
