When editing a walkthough, it is possible to change the eye elevation of the individual cameras

but not to change the target height. Does anyone know if this is achievable?

No, to create walkthroughs I think i use 3DMAX for that, you have total contol and it's faster....

One way to achive this is by creating Key Frames and "manipulating" their paths to the target height you want....
