Ok Today's problem.... In my building section I have two elevations for T.O. CMU.  Normally you would have a elevation tag for both levels and label them the same. So I went to my building section copied a level elevation tag(Made sure that it did not create a level) moved  to the desired heigtht and tried to change the name. Of course the programers for Revit never thought that you might need to have two elevations named the same so they made every level need a unique name. So I try and enter a symbol but the elevation tag is not a symbol and would not let me insert it. What have people been doing to get around this problem.

Your problem is nomenclature.  Level to REVIT is something like a floor plane or main structural plane like roof bearing.  What you are talking about is s pot elevation.  Try using the target filled one to start.  You can modify that so that you can add your TO CMU tag.
