how do i load a rte file on a existing project?

i tried loading the file as follows:

-file

   -load from library

       -load file as group

but i have no option to select a rte file.

i have attached a link that has the rte file that i want to load.

A rte file is not a project file, it is a template.  You can use that when you start a project and/or you can open it directly.  Once opened, you can transfer project standards from a new file created from this template to an existing file but that will not get you everything.  Some items will have to be copy/clipped and pasted into your file.
