Any suggestions - I cannot edit the PAD to add the green & pavement area in my site. Find attached snapshot for more details. Is there any other way to model the site elements like road, paving etc.?

Are you trying to create a PAD beside the Topo surface??? are the lines "Closed" like a Polyline??? you can also use the "Sub-regions"....
