Here's my situation. I'm placing a bunch of existing footings and have the ones I've already placed set to "Existing" phasing in the element properties. However, when I copy one of the footings that I have set to "Existing", the new one that I place switches back to "New Construction" phasing in the element properties.

 Is there a setting that can be adjusting to make it so when I copy elements it maintains the phasing setting?

Yeah, all new elements are "created" in the same phase that the view is set to.  So if you set the view properties phase to "Existing" and then copy the elements they will be created in the Existing phase.
