I need to make a exterior elevation callout the looks and acts like the system one. Basically I want to be able to choose the arrow direction and fille in the sheet number and elevation number manually. Or If there is a way to fill in the sheet and elevation numbers from a linked revit view that would work also. Thanks

You can create "Dumb" annotations at any time - you just can't dummy down the smart ones.  We have dum callouts for use in drafting views.  I would not recommend using dumb tags in model view because you don't need to.  Look at "reference other view"

I understand how to use "reference other view", but the views I need to reference are in Linked revit  views form another Architectural firm which are not available in reference other view. I would like to create one tag that contains arrows for all 4 views (ie North, south, east, west.) in one family and be able to hid or show them accordingly. Similar to how the smart one works.

We have the situation where the modeling of the floor plans and we are being produced by our firm and another. We are modeling the exterior elevations from those plans. In this type of situation how would they reference our elevations in their floor plan views.

Build your family with instance based yes/no parameters for NSEW views and use them to turn on/off the visibliity of the filled region that is your arrowhead.  The 4 view tags would be other instance parameters that you would fill in as well as the sheet number.  When you roll over these in the view, they will show as blue question marks and you can fill them out there or in the properties of the element.
