When the target is 11 miles away from the camera, the eye position (frame of view) is automatically expanded and moved towards the target, making it impossible to show the target within the context of the immediate surroundings. For example we construct a life-size, acurately-scaled city within the correct distance from the structure. The eye position does not allow us to view the city within the frame of the picture window.

That's because revit camera settings don't allow zoom factor.
It would be nice sometimes when you have a site photo with all the appropriate settings laid out for you to set up a similar setting in revit as per this. I don't know if this is an accurender request though, rather than a revit one.
