have created a counter receptacle (electric) with two power connectors (because each outlet is on a separate circuit). I can hook it up fine.
however, when I tag it I can't find how to display both circuits in the tag, or at least tag each circuit separately (still on the receptacle)

Don't know if this will help much or not, but a lot of times if I copy/paste an element on top of another element of the same... I get a message saying that this may reflect the wrong count in scheduling resulting in a double count.

You might try Copy to Clipboard/paste in same place... see if that allows you to tag and schedule both
