Okay so I plans for this building, and then I had to scale it down to fit the size of paper that I need to print at. But how do I scale the text and door/window symbols too?

Try print to fit. Do not scale it is Revit. Set up the Sheet for Full size or what ever looks good. The print it to fit on what ever paper you want.

See the attached image. To get to print setup goto FilePuhrint Setup. You can also goto it from the PrintPuhrint Setup dialog.

I need a title block to print it on

should i just edit it and make it larger?

Maybe I wasn't clear. Set up the sheet however you want it to look. Full size. Title Block, text, Dimensions, what ever. Then print it to "Fit" on what ever paper you want. It is really exactly the same thing as printing to "Fit" or "window" in any program. I do mini check sets on 11x17 all the time.
