I have a 2x6 top rail, (verticle)

I can get the top of the spindles to align with the bottom of the 2x6.  

I can get the top of the spindles to set themselves above the top edge of the 2x6. 

However, when I specify a dimension that would place the top of the spindles between the bottom of the 2x6 and the top of the 2x6 the spindle height won't settle there.  It defaults to the bottom edge of the 2x6 and overrides my input.
