i have a filled region with concrete fill pattern, but the default fill is not dense enough
how do i edit this fill pattern? or can i? if not, how do i get a denser fill?
also how do i edit the fill region outline to show a broken (hidden) instead of the continuous (solid) line

Settings-->Fill Patterns-->Either model or drafting depending on your requirements then edit the existing concrete hatch pattern or add a new one, import the concrete hatch pattern from the revit.pat file, select the pattern then change the scale to get the desired density.
When drawing a filled region you can choose between all your line types for the boundary. Simply change the boundary to the appropriate linetype.
