I'm trying to make a new family dynamically scaleable. So when I click on the family within the project I can grab one of the arrows and dynamically resize the item. I've set and locked all the reference planes and I have all the dimensions unlocked, but I still don't get the resize arrows. PLEASE help.

You have to have a reference plane in the family that is dimensioned using instance based label (parameter). The geometry then should be locked to this plane
