SEE IMAGE ATTACHED - SAME TEXT BELOW AS IN DWF IMAGE

 why are the edges of elements BELOW showing through elements above?  I have seen this before with toilets and other families.  I have messed with the view range up and down - that is not it.  It is something in the family I think. Also,Where lower elements show through, it makes a thinner line than the rest of the element's edges.  That leads me to believe Revit recognizes the element is below - because is it changing the line weight/style.  Problem is, I dont want it to show at all.

And did you check in that view the VG? did you check in the family the Visivility of the object?

Yes I did,

I found a way around it.  Although I still do not understand why it was doing it in the first place.

 The beams and and joists were created as an "in place structural family"   the piers and colums (which were showing through in plan view) were created as a generic model.  

Solution:

I remade the piers and columns as an in place structural family and now it does not show through.

Regardless of the family type, I would think the above below and hidden value of objects would override the family type.
