Trying to figure out the most efficient way to create detail reference tags for the (head, jamb, sill) on window types.

The first method we tried was duplicate elevations, rename them the window number, minimise view to each window and add reference tags.  The issues we found were that the reference tags flooded thru the sheets and having to hide the elements and only show windows seemed to be alot of maintainance.  This method worked but seemed to require alot of QC.  I would be inclined to use this if there is a way to restrict the reference tags to only show on the elevations i have duplicated and not thru all the sheets.  Is there a way to do that?

The alternative method was to just put symbols of callouts as references and edit them to match the detail they pertain too.  The problem is the symbols for callouts does not have instance parameters so i couldnt edit them.  I went to the family tried to duplicate but the family offers no way to create an instance parameter.  Is there a type of family that allows you to create an instance parameter cause i havent found one in the settings i can change it too. 

Am i just missing somehting in all this that is a more efficient way to do this.  Without a way to place callout tags in legends these two methods seem the only way possible.
