You can get a solid stair/stoop by changing stair underside surface to ‘stepped’ and applying some significant thickness to the structural depth. It works to some degree though – up to about 3’ in height and no more than 5 or 6 risers. Taller stair would be constructed differently anyway with walls, slab, etc., as WW mentioned. Smaller stair however, could be constructed as a solid block.
