Does anyone know how to setup a parameter to turn on and off an image file of our architectural seal on a title block using Revit Architecture 2009?

Place the image > right click on the image > go to element properties > click the far right box in the "Visible" row > and set it equal to a parameter or make a new parameter to control it. HTH

There doesn't seem to be a visibility parameter.

No, there is no visibility settings but you can add an instance parameter to one of the image sizes. In the project, if you set the instance parameter to 0, the image waill disappear. Play with this and you may be able to set up a formula based on an instance parameter in the sheet.
