It is possible to change the point of attachment for the leader of a tag?  I am attempting to use smart tags to label my planting plan and would like the end of the leader to attach to the center point of the circle not to the circle itself.  I am using Revit Architecture 2009.

So I figured out one solution, In the options bar I can switch the leader to "free end" which allows me to control the pt of attachment and the tag still moves with the element.

My next question is how do I attach a tag to two or more identical items and have the label show the count.  For example.  I have 3 ash trees and want to show a series of line segments connecting the  3 trees at the center point and the label to show (3 XX)  It this possible?

No - labels do not have multiple leaders and will not count.

What you can do is to add a schedule that will have all of your trees and will count them.  All REVIT elements have some parameters that will schedule.

We use this feature to schedule all FF&E items in hotel rooms.  You can set your schedules up to include evertything in a project or you can filter them.  For our FF&E items, we filter by room.  If you would need to do something similar, you would have to setup exterior "rooms" using room lines.
