I have seen in multiple posts that you can set up a component (Window) legend and add detail callouts to the legend, but when I try to add the callout it is greyed out. Is there some step I am missing or am I misunderstanding what people are posting?

I don't know what you are referring to but they could be using real callout's or drafting views for their "legend" rather than legends. Since you can not dimension legends, we sometimes do this.
