Any thoughts on how to create a symbol index at the begining of my set? Revit does not seem to let my drop symbols onto a sheet sheet.

Are you talking about the architectural cover sheet? Under View,click legend. On the legend view, go to Drafting (side menu), symbols and drag as many symbols as you may need. Use text to label them as you would.
