IS THERE A WAY TO MAKE AN IRREGULAR SHAPED CALLOUT INSTEAD OF THE TYPICAL SQUARE OR RECTANGLE?

Not possible yet. as a workaround, you can mask your detail view to show parts you prefer. On plan, select the callout tag and right click, select override graphics in view, element and give it a white color. The callout boundary and the leader disappear (if you are using a white display). Then just draw your irregular shape using detail lines.
