how can you create stucco bands in wall around a window? revit 2009

An image for what do you want it's help, you can split the wall around the window, or create sweep or reveal....

Are you trying to show the stucco band as a reveal? Two lines around the window would represent a stucco band. See image. Modify the window family and put two line around it. It's not 3D, though.
