I am having a weird occurance in a project created by others in my office. When i drop an elevation tag in a room then open the elevation, no matter what it zooms the entire extent of the building. See my attachement.

What gives! I have this badboy clipped as i usually would.

I read this may be caused by turning off my curtain wall grids but i don't see that option in VG

A few releases ago there was a bug similar to this that was caused by curtain grids but AFAIK it have been fixed.

Are you sure there isn't some geometry out in space somewhere that is turned off?  Try using reveal hidden elements to check...

Elevations by default have two modes, when created their extents are defined by the extents of the model OR for interior elevations they are defined by a wall/level/room...

it was from online content a coworker had got from the web library, there was a level head family under "levelhead-upgrade". For whatever reason the crop and annotation crop never caught it and it was so tiny I barely saw it.

 This is why I regularly discourage using online content, especially with your typical user that is new to Revit.
