Is there any way we can duplictae a sheet set-up with the views in the sheet in a duplicate file where that particular sheet is not set-up? This is regarding of-loading work to others without central file sharing.

No. You can set up a file with drafting views on sheets as a project template but I don't believe that will give you what you want.
