When creating interior elevations, how do you apply wall base, wainscot, etc onto walls? Do I need to add wall sweeps?

You have many options.  Think about whether you really need 3d model elements or just 2d line work.  If 2d linework will do the job then why "over model" ?  You just build in file size and slow downs.  If your wall finish has an intricate pattern like tile, you might consider 2d fill patterns.  If you have other elements in front of the wall that would make your boundary complicated, you could consider using split face to define your wall finish limits and then "pour" on your finish.  Another alternative is to have a very thin (1/4"Winking tile wall in front of your wall.  If you hold your tile up off the floor, you have your base represented.
