I looked at the 2012 installation and it is different (again).  AutoDESK changes this everytime.  The path is no longer in the ini.  All you need is both the

UseHelpServer=0 << SET TO 0 HelpBrowser=0 << SET TO 0

 

You can do this anytime in 2012 - Just set those to 0 and it should work.
