Old thread, I know, but what it was for me was the discipline view setting. Changing from mechanical (in an MPE model) to coordination discipline setting allowed the link to be full tone.

I could not remove the halftone of a linked model until I first removed a view template (changed it to none) and then I was able to select an instance of the linked model and override the view specific graphics. I unchecked the halftone option and the linked model became fulltone. I was able to override the view template by creating a view template from the existing view (using the same name). When I applied the revised view template, the linked model remained fulltone.

Seems like a bug, no one else has suggested a working solution.
