Does anyone know how to make parking and streets 6" lower than the site landscape with a curb. My streets and parking slope, but I want to show a curb with them lower than the landscaping.

If the site is flat, I just do them as a pad with the properties set to asphalt so it renders correctly. You could also grade the site then do the parking as a slab.

My Site, streets and parking are all sloped, so I can't use a slab. I'm using the split surface tool and changing the topo height to match the curb offset, but then I have a void where the curb would be.

Curved & sloping curbs are hard to do in REVIT. Straight and curved curbs that don't change elevation can be modeled as walls. Straight curbs that change elevation can also be walls with their profiles modeled top and bottom. For curved walls that change elevation, you may have to do an in place family using solids and voids.
